Printed cardboard and PVC packaging manufacturer Printing and Packaging Company has been charged almost 16,000 under the Packaging Waste Regulations.

The Hinckley-based company pleaded guilty to 18 charges under the regulations at Hinckley Magistrates’ Court last week (20 November).

It was fined £500 per charge, ordered to pay costs of £1,656.68, a compensation order of £5,865 to the Environment Agency, which brought the charges, and a victim surcharge of £15.

The Packaging Waste Regulations govern companies that handle more than 50 tonnes of packaging and have a turnover of over £2m.

Initial enquiries were made with the company by the EA in January 2008 and Satpal Sall, director of Printing and Packaging Company was called in for an interview where Sall admitted that the company was not registered from 2001 onwards.

In mitigation, the company said that it was unaware of the regulations and registered with a compliance scheme as soon as it realised it was obligated.

The company declined to comment further.

EA officer Hannah Wooldridge said that it is not the responsibility of the Agency to notify companies of regulations.

“These regulations may apply to companies in all sectors, not just those involved in making or selling packaging,” she warned.
