Government figures published in April showed 57.3% of steel was recycled in 2006, against a 54% 2008 target.
David Williams, manager of Corus Steel Packaging Recycling, said metal sector representatives would look at where targets should be set and put proposals to government.
He said clear targets would enable Corus to invest in technologies to improve recycling.
With the government poised to publish its waste strategy, Williams said a commitment to increasing incineration capacity would allow the packaging sector to aim for even higher targets.
