Public could be charged for waste collection

Local authorities should be able to charge residents for waste collection so they can fund increased responsibilities on recycling and waste reduction, according to Sir Michael Lyons final report on the future of local government.

Councils can currently only charge for the collection of bulky items and business waste. However, they do have the power to impose fines, for example, on residents who fail to comply with compulsory recycling schemes.

Councils can also face heavy fines should they fail to adhere to their allocated landfill allowance.

Sir Michael said: “Charging powers in this area would represent a significant new flexibility to manage pressures on budgets according to local preferences.”

His report follows chancellor Gordon Brown’s budget announcement that landfill taxes are to rise.
