Wrap CEO Goodwin among best-paid quango staff

Wrap has defended the salary paid to its chief executive after Liz Goodwin appeared on as list of highest-earning quango staff published by the Cabinet Office

On the list of high earners, which also features staff from the Environment Agency and Food Standards Agency (FSA), Goodwin is reported as being in the £160,000-£164,999 bracket.

A Wrap spokesperson said the salary “reflects that fact in all three years as chief executive Liz has met her objectives and Wrap is on track to meet all its Business Plan targets”.

“Wrap is committed to delivering the best possible value for money and so Liz’s pay was recently benchmarked against similar jobs in both public and private sector. At Wrap’s Open Meeting Liz was widely praised for what she had achieved,” the spokesperson said.

The Cabinet Office document comes 18 months after Wrap was forced to defend bonuses paid to senior members of staff following criticism in the national press. To read more on this story, click here.

Four members of staff from the Environment Agency feature on the list including chief executive Paul Leinster who earns between £195,000 and £199,999. FSA director general Tim Smith is also among the top earners.

The highest salary on the list is that of David Higgins, chief executive of the Olympic Delivery Authority whose salary is in the £390,000 to £394,999 bracket.

Francis Maude, minister for the Cabinet Office said that publishing the salaries would “not only increase accountability, but will lead to more efficient public service organisations”.
